Antique Milk Glass & Flower Hexies

I visited an estate sale and found this little box with hexagon shapes. It looks like the owner started a project- but didn’t finish it. I‘ve been wanting to learn this technique, so maybe her little treasure was meant for me to find? I just wonder what the tooth floss was meant for?
